For more than thirty years Duncan has served at the intersection of defence procurement, economic development, and politics. Positions relevant to his current practice include serving as the Special Assistant (Procurement) to the Minister of National Defence. In this role, he served as the Minister’s primary liaison with the Assistant Deputy Minister (Materiel) and Assistant Deputy Minister (Infrastructure & Environment). Later, Duncan served as Special Assistant (Atlantic) to Prime Minister Chrétien, and Chief of Staff to the Minister of Fisheries and Oceans, which included responsibility for the Coast Guard.

Since leaving politics, Duncan worked as Head of Government Affairs in Canada, for two large defence contractors, Rheinmetall, and Lockheed Martin. In these roles, he was responsible for preparing C-Suite executives for their interactions with senior government officials, cabinet ministers, and meetings between the CEO and Prime Minister.

Recent successes include winning a Lockheed Martin “Aerostar Award” for his work on Canada’s F-35 fighter jet procurement. Also, Duncan provided government affairs support to Lockheed Martin Canada’s winning proposal for the River Class Destroyer program, on which Lockheed Martin is the Combat Systems Integrator for 15 state-of-the-art warships. These two programs, the F-35 and the River-Class, are the largest defence procurements in Canadian history.

Duncan is a graduate of Lockheed Martin’s flagship business development training program, the Business Development Leadership Academy. For the past decade, Duncan was a regular lecturer at Lockheed Martin’s Center for Leadership Excellence, where he taught a course on Canada’s defence procurement process. He completed the Canadian Security Studies Program at the Canadian Forces Staff College. Duncan holds an undergraduate degree from Dalhousie University, and a law degree from the University of New Brunswick.

Mr. Hills has been an active volunteer with the Canadian Association of Defence and Security Industries (CADSI) and is the past Chair of the Security and Defence Committee of the American Chamber of Commerce in Canada.

Raised in Nova Scotia, Duncan and his wife Cate live in Ottawa with their family.
