Kylie is a senior public affairs and government relations professional with deep experience advising at the highest levels of the federal government. She brings to NorthStar a strong understanding of how decisions are made across Cabinet, central agencies, and line departments—and how to navigate complex federal systems to get results.

Most recently, Kylie served as Senior Policy Advisor to the Minister of Immigration, Refugees and Citizenship, focusing on refugee and asylum policy and digital transformation initiatives. She advised on sensitive, high-profile files involving border integrity, humanitarian obligations, system capacity, and digital modernization in a highly scrutinized policy environment. Previously, Kylie spent three years advising the President of the Treasury Board, where she developed deep expertise in the machinery of government and the financial, policy, and regulatory processes that underpin federal decision-making. This experience at the centre of government gives her a strong understanding of how proposals are assessed, challenged, and approved—and what it takes to move complex initiatives forward efficiently and credibly.

Across her career, Kylie has advised federal Cabinet ministers on a wide range of policy areas, including immigration, health, public safety, employment, and digital policy, and has supported multiple federal Liberal Party campaigns.

Originally from Southern Ontario, Kylie spent nine years living in Saskatoon where she attended the University of Saskatchewan, giving her a strong appreciation for regional perspectives across Canada. Now based in Ottawa, she spends her time outside of work with her husband and young son, where life is rarely quiet.
